Anti- Corruption & Transparency Initiative I

 

The Anti-Corruption and Transparency Project is an initiative of the ECOLINK undertaken through a $16,500 grant support from the Partnership for Transparency Fund/ ADB. The Project is implemented in coordination with the DILG, the City Government of Oroquieta and other concerned agencies.

Advocacy campaign activities are carried out mobilizing several civil society organizations and thousands of local citizenry from the business community, youth, women, government sector and media. Their participation includes tracking, reporting and investigating specific cases of vehicle misuse, gasoline reselling and anomalous automotive services and expenditures. In monetary values, the project has caused a reduction of expenditures by 95,000 pesos among the 47 barangay LGU’s and by 1,692,081.12 pesos in the City Government. The prevention of gasoline reselling saves the government worth 5,672 pesos every six months and 247,680 pesos in vehicle misuse. All in all, the project has saved the LGU a total of 2,040,433.12 pesos which is also the value of corruption.

The Bantay Kurapsyon program is the leading public affairs radio show in Misamis Occidental hosted by no less than the ECOLINK Executive Director , Paul Pastrano Gangoso.

What is ACT II?

The Anti-Corruption and Transparency Project II is a transparency initiative of the ECOLINK Philippines supported by the Partnership for Transparency Fund.

The ACT covers 3 cities (Oroquieta, Pagadian, Dapitan) from 3 provinces and 2 municipalities (Aloran and Lopez Jaena) in Misamis Occidental.

What is the goal of the project?

Generally speaking, the ACT II aims to promote transparency and prevent corruption in the management, use, procurement and maintenance of LGU vehicles.

Moreover, it also aims to strengthen the capacities of Transparency and Accountability Networks in selected cities to be able to realize their mandates and program thrusts.

What are the objectives of the project?

The ACT II hopes to achieve the following objectives:

1. Strengthen the capacities of TAN’s/ CSO/ NGO’s in procurement monitoring & other transparency work.

2. Significantly reduce lavish/ corrupt expenditures of the LGU in the use, maintenance & procurement of vehicles.

3. Promote ethics in proper vehicle use and eradicate
    wrong practices.

4. Strengthen the procurement, monitoring and
    corruption-prevention capabilities of Transparency
    and Accountability Networks

Oroquieta City Coalition Against Corruption

 

The Oroquieta City Coalition Against Corruption in a consortium of several organizations in Oroquieta City which commonly strives for the promotion of transparency and accountability in the City Government and local offices of National Line Agencies. It is one of the outputs of the ACT I Project supported by the Asian Development Bank, the DILG, the PTF and Office of the Ombudsman.

Huge sectors like the Oroquieta Council of Churches, the Federation of NGO's for Development in Oroquieta City, CTAN, and the Chamber of Commerce are among the members of the Coalition.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

DepEd Texbook Count

 

In cooperation with the Department of Education- Oroquieta Division, the ECOLINK Philippines spearheads the Textbook Count- an initiative of the Ateneo G-Watch which monitors the delivery of textbooks to schools and districts.

ECOLINK conducted a Monitoring Seminar to PTA's and campus-based organizations like the Junior Graft Watches and Girl Scouts of the Philippines and coordinated the inclusion of CSO representatives in the inspections of books.

The Textbook Count has been succesfully implemened so far with ECOLINK observing and strictly monitoring the delivery and distribution of textbooks to schools in Misamis Occidental and Oroquieta City.

SK Watch/ Case Study on Corruption in the SK

The SK-Watch Project is a citizen-based anti-corruption advocacy and capacity-enhancement initiative which aims to address the rampant corruption of SK funds and the weak capacities of SK councils in the realization of their respective mandates.

The unique framework and innovative concept made SK Watch won 2 Special Awards in the World Bank's 2008 Innovation Markeplace Competition.

Road Watch/ Bantay Lansangan

By 2008, ECOLINK Philippines and its partner organizations, the Transparency and Accountabillity Network of Civil Society Organizations in Dapitan Inc. (TANCSDI) and the Pagadian Transparency and Accountability Network (PTAN) will be joining hands with the MINCODE in the 'Bantay Lansangan" / Road Watch to monitor road projects implemented by the Philippine Government.

ECOLINK and its partner groups will cover the provinces of Zamboanga del Norte, Zamboanga del Sur and Misamis Occidental as their areas of monitoring.

Barangay Development Planning & Budgeting Project

One of ECOLINK's "Best Practices", the BDPB Project for the 47 Barangays of Oroquieta City has shapened a more transparent, effective and accountable Local Government service in Oroquieta City.

ECOLINK facilitated the conduct of community appraisals, barangay budgeting and plan formulation through participatory communication approaches.

As a testimony of its effective approach to participatory government planning, the adopted Barangay LGU of Upper Rizal won the prestigious "Search for Most Oustanding Barangay Officials" (SOBO) Awards of the Department of the Interior and Local Government .

Awards received include: Most Oustanding Barangay Chairman, Most Outstanding Secretary, Most Outstanding Barangay Councilor, and most dynamic Barangay Council.
